The 80 psi PRV trigger is the code rule that requires a pressure reducing valve any time the water-supply pressure inside a building exceeds 80 psi at any point. The rule comes from the Uniform Plumbing Code and applies in Washington because WA adopts the UPC. It’s the single most common reason a homeowner installs a PRV.
What it is
The Uniform Plumbing Code, Section 608.2 in the 2021 edition, states the requirement plainly: when the water-supply pressure inside a building exceeds 80 psi at any point in the distribution system, a pressure reducing valve must be installed. The threshold is set because pressures above 80 psi accelerate damage to washing-machine fill hoses, dishwasher and icemaker solenoids, the temperature-and-pressure relief valve on the water heater, faucet cartridges, and toilet fill valves. Pressures above the threshold also drive up water consumption — every fixture flows harder than it was designed to.
The rule applies to static pressure (no flow) measured at any hose bib with a gauge. Static is what fluctuates highest, especially overnight when neighborhood demand is lowest. A telltale-needle gauge captures the peak reading even when you aren’t watching.
Why it matters to a homeowner
If your hose-bib gauge reads above 80 psi, three things follow. First, the code requires you to install a PRV before any new plumbing work is permitted. Second, even without permitting, the pressure is shortening the life of every appliance and valve in the house. Third, the symptoms are predictable — a TPR valve that drips, washing-machine hoses that burst, banging pipes, premature solenoid failures.
A typical residential PRV install in WA runs about $300–$800 for the valve, plus expansion-tank work at the water heater (a PRV creates a “closed system” where thermal expansion can no longer flow back to the main, so an expansion tank becomes required at the same time). Most plumbers package the two together.
Washington note
WA adopts the 2021 Uniform Plumbing Code through WAC 51-56. The 80 psi PRV-trigger rule applies statewide on any new installation, alteration, or repair where the rule is triggered. WA cities and counties use this baseline, with occasional local amendments — Seattle and a few larger jurisdictions maintain stricter local rules in some categories, but the 80 psi threshold itself is the universal floor.
Practical homeowner consequences:
- Downhill Seattle / Bellevue / Kirkland / Issaquah homes often read 90–110+ psi static at the meter. PRVs are standard, expected on every new install.
- Real-estate inspections flag readings above 80 psi as a remediation item before closing.
- Water-heater TPR drips are commonly diagnosed back to over-pressure and remediated with a PRV plus expansion tank.
- The certificate-of-occupancy for new construction in downhill neighborhoods always includes a PRV.
