What it is
Water heater seismic strapping is a Washington code-mandated retrofit that ties the tank to the surrounding wood framing so it cannot tip or slide during ground shaking. The standard install uses two pre-formed 16-gauge steel straps — sold as a kit at any hardware store — wrapped horizontally around the tank and fastened to the studs (not just sheathing) with lag screws. Quarter-inch by 3-inch lag screws are the common minimum.
The rule applies to every type of water heater: gas, electric, tankless (where wall-mounted), and heat pump water heaters (HPWH). HPWHs are heavier than legacy gas tanks, which makes correct strap installation especially important.
The straps work in concert with the seismic anchor bolts holding the tank’s base, the flexible water and gas connections that allow modest displacement, and — for gas systems — an earthquake gas shutoff valve at the meter. Together these are the single-family residential seismic protection baseline in Washington.
Why it matters to a homeowner
An unstrapped water heater is one of the most-documented earthquake damage sources in PNW housing stock. When the tank tips, both the cold-water inlet and the gas line shear at the appliance — water floods the room while gas leaks at the broken connection. Loma Prieta (1989) and Northridge (1994) both produced thousands of these failures in California; Washington’s mandatory strapping rule exists to prevent the same outcome along the Cascadia subduction zone.
The math from the homeowner side is unambiguous: $20 in hardware and 30 minutes of work prevents what is typically a $5,000-plus repair (replacement tank, drywall, flooring) and removes a fire-ignition risk. If you’re selling a home, an unstrapped water heater is one of the most common inspector flags in WA — it will hold up your closing until corrected.
If your plumber is replacing a water heater and doesn’t reinstall the straps, that’s not a finish detail to negotiate — it’s a code violation. Confirm strapping before signing off on the install.

Common failure modes
- Lag screws into drywall only, no stud. Strap pulls out under shaking. Use a stud finder.
- Lag screws too short (under 2 inches). Fail in pull-out before the tank load engages.
- Both straps at top or bottom. Upper-third / lower-third placement is the rule.
- Lower strap too close to gas controls. Code violation; risk of damaging controls during install.
- Plumber’s tape (“hanger strap”) used as a strap. Non-compliant — must be 16-gauge or heavier metal strap.
- Old strap rusted out in damp basements / garages. Re-strap.
- Strap removed during a tank swap and not reinstalled. Common oversight — verify before paying.
DIY or call a plumber?
DIY-friendly. This is a permit-exempt safety retrofit you can add to an existing tank in 30 minutes:
- Buy a strap kit ($15–$35) at any hardware store
- Locate the studs behind the tank with a stud finder
- Wrap the upper strap horizontally in the upper third of the tank, lag-screw into both adjacent studs
- Wrap the lower strap in the lower third — keep at least 4 inches between this strap and any gas control housing
- Tighten until the strap is snug but not deforming the tank
If you’re already replacing the water heater itself, that’s plumber/permit territory in WA, but the straps are bundled into the install.
Washington note
The load-bearing rule is WAC 51-56-0500, Section 507.2 (Seismic Provisions for Water Heaters), which states that water heaters in Seismic Design Categories C, D, E, and F must be anchored or strapped to resist horizontal displacement. The strapping points must be within the upper one-third and lower one-third of the tank’s vertical dimension, and the lower strap must maintain not less than 4 inches of clearance from any controls. Most of Puget Sound is Seismic Design Category D — the highest residential category — which means the rule applies to virtually every water heater installed west of the Cascades. Eastern WA falls in lower SDCs in places, but the WAC requirement extends statewide for most residential conditions.
A water heater swap in WA requires a plumbing permit in most jurisdictions; the inspector will check strap installation before signing off.
