Short definition
Warm but no hot describes two related water-heater symptoms: lukewarm water that never gets fully hot, or a few gallons of hot followed by cold. On an electric tank, the first pattern usually means a failed upper element; the second means a failed lower element. Both are repairable with a $20 part, but require draining the tank.
What it is
An electric water heater has two heating elements — upper and lower — controlled by separate thermostats. Cold water enters near the bottom and the lower element heats it; the upper element keeps the top of the tank at temperature so hot water is ready at the outlet. When one element fails, the symptom is specific:
- Warm but never hot. The upper element has failed. The lower element heats from the bottom, but without the upper element, only the heat that drifts up by convection reaches the outlet. You get lukewarm water continuously.
- Few gallons hot then cold. The lower element has failed. The upper element heats the top third of the tank, so the first 15–20 gallons are hot, but cold replacement water drops to the bottom and never gets reheated.
Other causes of the same symptoms:
- Thermostat set too low. UPC scald-control standard is 120°F at the fixture; if the tank is set under 120°F, water can feel insufficient even with both elements working.
- Sediment displacing tank capacity. A 50-gallon tank with 10 gallons of sediment is effectively a 40-gallon tank. Common in hard-water areas.
- Broken dip tube (rare; pre-1996 plastic dip tubes are most prone). Cold inlet shortcuts straight to the hot outlet, producing chronic lukewarm water.
- Tankless undersized for inlet temperature. PNW winter inlet at 45°F drops gallons-per-minute capacity at any given output temperature; the symptom is hot at low flow, lukewarm at high flow.
- Heat-pump water heater in cold mode. A HPWH set to “heat-pump only” in a cold WA garage in January may not keep up.
- Cross-connection at one fixture. A worn mixing valve or pressure-balanced valve can make one shower lukewarm while everything else works fine.
Why it matters to a homeowner
The element-failure pattern is the most common diagnostic call to plumbers — and one of the most diagnosable from the symptom alone. If your shower is consistently lukewarm: upper element. If your shower starts hot and goes cold halfway through: lower element. A multimeter test confirms it; replacement elements are $15–$30 each, and the job takes a couple hours including draining the tank.
When a plumber says they’re replacing “the lower element and thermostat,” that’s a typical 2-hour, $250–$400 job in WA. The same job is feasible DIY for an experienced homeowner — but it requires shutting off power at the breaker, draining the tank, breaking the element-housing seal cleanly, and confirming the new element is fully seated before refilling. A leak from a poorly seated element is not a small inconvenience.
Common failure modes
- Lower element burnout — “few gallons hot then cold” classic.
- Upper element burnout — “warm but no hot” classic.
- Failed thermostat (either side) — often paired with reset-button trip.
- Broken plastic dip tube (pre-1996 heaters) — chronic lukewarm.
- Sediment displacing capacity — hard-water issue, especially Spokane and Eastside wells.
- Thermostat set too low — check setpoint before assuming hardware failure.
- Tankless capacity limit at cold inlet — PNW winter pattern.
Common variants
- Warm but no hot (consistent lukewarm) vs. few gallons then cold. Different elements; same broader category.
- Warm but no hot vs. no hot water. Lukewarm is partial failure; no hot at all is full failure. Both can be heater issues but at different stages.
- Hot water takes forever to arrive. That’s a delivery issue (long horizontal pipe run from heater to fixture), not a heating issue — different problem.
