Short definition

When a toilet flushes (or a washer fills, or a dishwasher starts), cold-water flow drops elsewhere in the house — including the shower. A non-pressure-balanced shower valve can’t compensate, so the hot-cold mix shifts from balanced to mostly-hot, sometimes scalding. The fix: a pressure-balance (ASSE 1016) shower valve.

What it is

The mechanism behind the surprise burn:

  1. Toilet refill draws roughly 2 gpm cold water for the duration of the fill (about 30 to 60 seconds).
  2. That cold flow has to come from somewhere — pressure on the cold side of the supply system drops momentarily.
  3. At the shower valve, the pressure drop is mostly on the cold inlet. The hot side stays at full pressure.
  4. With the cold inlet pressure-starved, the valve’s mix shifts: the same handle position now delivers a higher proportion of hot water.
  5. Shower temperature spikes.

A pressure-balance valve (ASSE 1016) has an internal spool that responds to pressure differences between the hot and cold inlets — it automatically reduces the hot flow when the cold pressure drops, keeping the discharge temperature stable. UPC 408.3 and WAC 51-56 require ASSE 1016 valves on every new shower or tub-shower control valve, with a 120°F max discharge.

Why it matters to a homeowner

This is a top-volume search query for a reason: it’s terrifying when a child is in the shower, and it happens in any home with a pre-1990 valve. Two solutions:

  • Replace the shower valve with an ASSE 1016 unit. $120 to $400 part; pro retrofit through tile $600 to $1,500. The right answer for any home with kids or seniors.
  • Whole-house mitigation. Install a thermostatic mixing valve (ASSE 1017) at the water heater outlet, set the heater to higher storage temperature, and let the TMV deliver tempered water across the whole house. Doesn’t replace the per-fixture ASSE 1016 requirement but adds a second layer of scald protection.

A subtle case: an existing ASSE 1016 valve still scalds. The pressure-balance spool can seize from mineral scale or simple age (typically after 15 to 25 years of service). The rest of the valve looks fine; the spool inside is the problem. Replacement cartridges for many valve brands are serviceable parts — Moen, Delta, Kohler, and others all sell replacement spools for under $100.

A whole-house symptom worth checking: if static pressure is below 40 psi, the cold-side pressure drop on a flush is more dramatic and harder for any valve to compensate. A failing pressure-reducing valve at the main can be the upstream cause.

When you’ll encounter this term

  • A pre-1990 WA home (Capitol Hill craftsman, Tacoma four-square, Spokane bungalow) where the original valve hasn’t been replaced.
  • A recent bath remodel that still scalds — a new ASSE 1016 valve was installed but the high-limit stop wasn’t set during commissioning. Set the high-limit stop per manufacturer instructions.
  • A child or senior in the household — high-priority upgrade regardless of the valve’s age.

WA enforces UPC 408.3 / WAC 51-56’s ASSE 1016 anti-scald requirement on every new shower and tub-shower control valve installed during a permitted bathroom remodel. If you’re remodeling a bathroom in a pre-1990 WA home, the valve upgrade is part of the job — not optional. The 120°F max discharge applies. Saving Water Partnership and other utility programs don’t subsidize valve upgrades directly (they focus on flow rates, not temperature), so the cost falls to the homeowner. It’s worth the spend; this is one of the highest-leverage safety upgrades in any older home.
