Short definition

Water that’s been sitting in pipes for days or weeks loses its chlorine residual (in city water), picks up traces of leached minerals from pipe walls, and develops a thin biofilm. After a vacation, the first flush carries all of that to the tap. Run cold water for 30–60 seconds — and the hot side longer — before drinking.

What it is

Two things happen when water sits in residential plumbing for an extended period:

Chlorine residual decays. City water arrives with a small free-chlorine concentration to suppress microbial growth in distribution. Once it sits in your pipes, the chlorine reacts away over hours to days. After a week, there’s effectively none left. Microbial activity, especially biofilm at pipe walls, can begin to recover.

Dissolved minerals accumulate. Water contacts copper, lead solder (in pre-1986 homes), brass fittings, galvanized pipe, or PEX over the stagnation period. Some of those metals partially dissolve. The first-flush sample after stagnation is typically higher in lead (this is the entire reason EPA’s Lead and Copper Rule samples first-flush specifically).

The water also gets warmer than typical cold-tap, which intensifies the taste of dissolved minerals. The combined effect is the “off” taste many homeowners notice after a week or longer away.

Why it matters to a homeowner

This is one of those low-stakes-but-real plumbing problems where a 60-second action solves a multi-day discomfort. For pre-1986 homes especially, first-flush water can carry elevated lead — small amounts, not an emergency, but worth flushing past before drinking or making infant formula. The risk profile is mostly aesthetic for healthy adults; it’s modestly elevated for vulnerable household members.

For cabin opening or returning from extended (multi-week) absence, the question shifts. Long-stagnant cold water in pipes can support Legionella growth in low-temperature hot-water systems. Long-stagnant well water can develop biofilm or pull in surface contamination that wasn’t there at last use. The flush-30-seconds approach handles a 1-week vacation; a 6-week absence on a private well is a different scale and warrants shock chlorination + a coliform test.

Common failure modes (other taste/smell issues that aren’t stagnation)

  • Water heater anode reaction during long absence. H2S in returning hot water (rotten egg smell). Resolves with flush; chronic cases need an aluminum-zinc anode swap. See manganese, iron, sulfur in water.
  • Biofilm release from a long-stagnant well or service line. Heavy “swampy” taste that doesn’t clear with flushing — may need shock chlorination.
  • Drained P-traps releasing sewer gas. Different problem (smell from drain, not taste in water); refill traps.
  • Algal taste in surface-supplied utility water — utility issue, contact public works. Less likely in WA Cedar/Tolt; possible in some lake-fed utilities seasonally.

Common variants and disambiguation

  • “Off-taste” vs. “off-smell.” Sewer gas / drain issues are not water-taste issues; they’re trap-seal issues.
  • “Off-taste” vs. “contaminated.” Usual cause is benign stagnation. Stop drinking and test if the taste persists after multi-fixture flushing.
  • Hot vs. cold tap differences. Different sources, different stagnation profile. The hot tank has been holding warm water; the anode-rod chemistry can produce sulfur smell after long absence.

Washington note

EPA’s Lead and Copper Rule specifically samples first-flush stagnant water for the same reason this entry exists — it’s the highest-lead sample from any tap. WA DOH advises flushing after 6+ hours of stagnation, particularly for households with vulnerable members and any pre-1986 plumbing.

For Cedar/Tolt-served homes (Seattle, parts of King County): SPU adds corrosion-control chemistry that limits leaching, so the first-flush effect is moderated relative to harder, more aggressive water. But it’s still measurable, and it’s still worth a 60-second flush before drinking after a vacation.
