Short definition

A running toilet is one whose fill valve runs continuously (or in repeated short cycles) instead of shutting off after a single flush. Five causes account for nearly every case: worn flapper, lift chain too long or hooked, float set too high, pitted flush-valve seat, or failed fill valve. Worn flapper covers about 80 percent.

What it is

The diagnostic checklist, in order of frequency:

  1. Worn flapper. Tank water leaks into bowl past a flapper that no longer seals. Fill valve refills constantly. Dye test confirms — drop food coloring in the tank, wait, check the bowl.
  2. Lift chain too long or hooked under flapper. Flapper hangs partly open. Adjust chain to ~1/2 inch of slack.
  3. Float set too high. Water spills over the overflow tube; fill valve never reads “full.” Lower the float.
  4. Pitted flush-valve seat. Flapper can’t seal even when new. Resurface (Fluidmaster 555C) or replace flush valve.
  5. Failed fill valve. Valve doesn’t shut off cleanly even with proper float. Replace ($12 Fluidmaster 400A).

Why it matters to a homeowner

A continuously running toilet wastes 200-plus gallons per day in severe cases, 50 to 150 in typical ones. Annual water-bill impact runs $50 to $300 depending on your local rate. WA utilities offer free dye tablets specifically because running toilets are the most common preventable household water loss.

The “I just replaced the flapper, still running” sequence is the classic next step — if a new flapper didn’t fix it, work down the list: chain length, float position, flush-valve seat, fill valve. The total parts cost across all five steps is under $40.

For homeowners with pre-1994 toilets that run constantly, the math sometimes favors full replacement: a $300 1.28 gpf toilet plus a $50 to $100 WA utility rebate often pays back faster than rebuilding an old high-volume toilet that will keep failing.
